*Note: This works for version CS2 only, as far as I know.*
1. Open up Adobe Photoshop CS2, and take out the image you're going to glitter. I've chosen a (c) Neopets.com image.

2. Get your Animation Palette out. (Window >> Animation).
3. This is the time to add any text you might need. I'll be adding www.neo-luv.com on mine.
4. Get our your select tool (press w). Hold down the SHIFT key and click on all the areas you want to glitter.

The fire and eyes are all selected (notice the dotted line)
5. Duplicate your layer.
6. Go to Filter >> Noise >> Add Noise. Match your settings.

7. Now create a new frame on your animation palette.

Notice there are two layers.
8. Go to your Layers Palette and duplicate the layer called Layer 1. You should now have a layer called Layer 1, Layer 1 Copy, and Layer 1 Copy 2. Find Layer 1 Copy and click on the Eye next to it.
The
eye should go away and so should the glitter visible on your main image.
9. Click on Layer 1 Copy 2. Go to Filter >> Noise >> Add Noise. Make your Noise slightly more than you had last time. These are my settings: *Note: The areas should still be selected. If not, you did it wrong*.

10. Create another frame. (NOT layer). Observe:

11. Still with me? Duplicate the LAYER called Layer 1. It should be called Layer 1 Copy 3.
12. Go to Layer 1 Copy 2 and click on that EYE again, making the glittered areas disappear.
13. Go to Filter >> Noise >> Add Noise. Make your noise slightly more than last time. I chose 31.04%.
14. Go to Select >> Deselect. Find your Animation Palette and click play! It should work!
15. Go to File >> Save For Web.

Troubleshoot:
During the whole Tutorial you should've never clicked on the image or the grey
area. If you did, you unselected the image, and so it's entire body is going to
glitter instead.
My glitter doesn't move! - - You must've missed a step or forgot to create new FRAMES (NOT layers).
If you try to add noise and it won't let you (all grey) you didn't click on the new layer you just made, and you're still on the layer that is hidden.
I know this tutorial is difficult, so if you have questions feel free to ask.
